Philadelphia Taxi - November Fuel Surcharge
On April 23, 2012 the Board of the Philadelphia Parking Authority, at its scheduled April meeting approved a measure implementing a fuel surcharge system for all Philadelphia Taxicabs and Airport Transfer Services, (a category of limousine service largely provided in vans).
The surcharge system allows for the fuel surcharge to change monthly based on fluctuating gas prices as described in a chart posted with the Board Resolution of April 23rd elsewhere on this page.
As required in the 4/23/12 Resolution, the average price per gallon of regular, unleaded gasoline must be evaluated each month, the corresponding surcharge determined and then posted on the Taxicab and Philadelphia Limousine page of the Authority’s website on the third Friday of that month for the following month.
Accordingly, based upon an average price per gallon of regular gasoline at $3.92,
the fuel surcharge for November 1 through November 30, 2012 is as follows:
For Taxicabs – $1.20 per trip.
For Airport Transfer Services (as described above) – $2.65 per passenger.

Philadelphia’s Eastern State Penitentiary offers new season of “Terror”
Philadelphia’s Eastern State Penitentiary offers new season
of “Terror”
If Halloween is your
kind of season, then you likely love haunted houses.
Specifically, it's one
of America's most famous and supposedly most famously haunted locations - Eastern
State Penitentiary. Constructed in 1911 and abandoned in 1971, it is the first
of the penitentiary system with a rich and dark history that has attracted
multiple film shoots and nearly every paranormal reality-TV program.
But when the autumn
breeze starts to blow, things at the prison get even darker than they already
are, and it becomes America's largest haunted house attraction.
A must-visit for haunted
house fiends, Terror Behind the Walls is entering 2012 Halloween season with
new scares and VIP experiences. An attraction called Detritus takes visitors
into areas of Eastern State that have never been open to the public. Lucky
patrons meander through "an original 1800s cell block, past the historic
greenhouse, and into an outdoor labyrinth of overgrown plants and twisting
vines." There are five other attractions as well, including Lock Down,
Night Watch, Infirmary, The Gauntlet and The Experiment (in 3D).
Another new feature for
this season is a VIP package called Alone. From the press release: "The
ultimate Halloween experience, Alone includes a reserved parking space and an
expert tour guide who will be a personal host for the evening. After a 'Behind
the Scenes' tour of the penitentiary, the visitor will experience Terror Behind
the Walls completely Alone, and enjoy dinner at Jack’s Firehouse." Are you
brave enough to go it alone?
Terror Behind the Walls
is located inside the prison at 22nd Street and Fairmount Avenue, and is open
select evenings, rain or shine, from Sept. 21 through Nov. 10. Check out the
official website for exact nights and prices. Prices range from $25 up to $999
for the Alone package on select nights.
If you
really want to highlight your Halloween experience, take an extra step and make
it more exiting for you and your family by reserving Philadelphia Limo Service to
take you to your favorite Halloween party.
From party
buses to stretch limos, our professional drivers will tend to your every need.
Whether it's picking you and your dressed-up friends up for a highly

variety of Oktoberfest beers, sausage sandwiches and pretzels as big as your
head. There will be four Oktoberfest beers available (all local), delicious
German eats (goulash, slow-braised pork knuckle, bratwurst, sauerkraut and
more), live music starting at 9 p.m., keg bowling and more. Bonus: Free sausage
sandwich for anyone wearing lederhosen or a dirndl! After rocking out on
Saturday, join Hop Angel for a special Oktoberfest Sunday Brunch, 11 a.m.-3
p.m.. The festbiers will still be on tap and Chef Kevin will have a variety of
Bavarian breakfast specials.
• The Farmers’ Cabinet: Throughout October. While most Oktoberfest celebrations die down after the first week in October, the top-notch watering hole will display a brilliant selection of hand-crafted European brews throughout the entire month. Focusing on the Franconian region of Germany — Bavarian wine country — The Farmers’ Cabinet will be tapping gravity pour kegs to extend brew traditions.
• KOP Beerfest Royale: Friday, October 5, 5:30-9 p.m., Saturday, October 6, 12:30-4 p.m. and 5-8:30 p.m. The largest Oktoberfest=themed outdoor beer festival comes to King of Prussia for a two-day gathering of live music, vendors, food and local as well as international craft beers. Located outdoors at the King of Prussia Mall, the first annual event offers a more upscale experience on Friday featuring special previews of several beers, butlered hors d’oeuvres, food stations paired with beer and VIP giveaways. It’s a fancy affair, so cocktail attire is encouraged and tickets are $85. Saturday’s general admission sessions are a bit more relaxed, tickets are reduced to $45 and all festival-goers will receive their own KOP Beerfest Royale tasting glass for unlimited sips.
• Midtown Village Fall Festival: Saturday, October 6, noon-8 p.m. Returning for its seventh year is Midtown Village’s largest outdoor festival which expands to Locust Street this year encompassing more tasty sips and nibs than before. The six-block party features a beer garden, sumo wrestling outside of Raw, a dunk tank, street vendors, arts and crafts and of course tasty brew and bites from the multitude of establishments.
• Grumblethorpe Oktoberfest: Saturday, October 6, 4:30-7:30 p.m. Head to Historic Germantown for a traditional Oktoberfest. Music, German food, beer, house tours, cider-pressing and more.
• Ambler Main Street Oktoberfest: Saturday, October 6, 10 a.m.-5 p.m. Main Street in Ambler turns into a traditional Bavarian festival with their annual event hosting great food, live music, art work, hand-crafted items and rides for the kids all day long.
• Bloktoberfest 2012: Saturday, October 13, noon-8 p.m. Rounding out the city-wide celebrations is the four-block South Street Bloktoberfest festival inviting guests of all ages to flock to the annual festival for beer, food and live music. Featuring multiple stages, beer from around the world and neighborhood resto’s and food trucks, the free-to-attend event marks its fourth year of beer chugging traditions.
• Grey Lodge Pub: Friday, October 19, 6-9 p.m. It’s Grey Lodge’s annual Oktoberfest with lots of festbier, sausage, spatzel, promos from a couple of breweries and more.
• McCrossen’s Tavern: Wednesday, October 24. The Fairmount tavern taps a slew of coveted pumpkin, Oktoberfest and harvest ale brews with their Pumpkinfest event taking place just a week before Halloween.
• Memphis Taproom: Saturday, October 27, noon-6 p.m. Memphis Taproom will be celebrating its own clever version of Oktoberfest (they call it Thirstoberfest), by serving up more than 25 flagship and limited release beers you’re invited to enjoy in their beer garden. As for munchies, they’ve got you covered with a food truck that will be so appropriately German and selling hotdogs.
Enjoy yourself, and please drink responsibly.

Please be advised that a public comment hearing has been scheduled for
Wednesday, October 3rd at 10:00AM in Room 108 at the Pennsylvania Convention
Center, 12th and Arch Streets in Philadelphia.
This hearing has been scheduled in order to receive further comment as to
